use dart-sass instead of node-sass #215

node-sass is deprecated, takes ages to install and with latest node produces some weird bugs. latest sass-loader requires webpack v5, hence v10, not v11 for now

Build seems to work, please apply similar changes to okfde/froide (a bit annoying to keep both kind of in sync).
