Add a report function #308

Some requests like this https://fragdenstaat.de/anfrage/meine-existenz/ are not helpful, because they are not what the site is made for. Please add a report function, so posts like that can be removed.

Report function should include different categories. For example also "wrong status set" and so on.

We have implemented this now.
