Feature: Badges for users (low priority)

We could add badges to gamify the experience of fragdenstaat. See https://twitter.com/Tobias_Brohl/status/1174069119706181632 . Such badges could be optionally organized on different tiers, as it is done on sites of the stackexchange network. Such badges could include:

• Your first (non-campaign) request
• Have 25 followers on a request
• Be the first one to request information from a given institution (for each institution; disabled for anonymous requests)
• Get an answer to an request after mediation from the mediating institution (LDI/BDI)
• Get an answer within one week
• Your 50th successful request
• (when there are multiple laws for freedom of information) Use one of the less common ones (UIG/VIG) successfully
• (Get answer by successfully suing an institution)

This can disclose the identity of the anonymous requester. If there is one anonymous request to agency X and there is one user who got that badge . . .
