button-bug/request on `/zustaendigkeit/<authority>` #690

When i get on https://fragdenstaat.de/zustaendigkeit/berlin/ and clicking the "Stöbern Sie in 1161 Behörden"-button, the website only reloads. I thought after an button-click i will be redirected to

either an overview about authorities
or an overview about requests for berlin

I dont know if its a bug or smth else, but i didn't expect a page reload.

The button is fixed with #689, but I think that page needs work in general.
