API - get/gazettes does not return result when territory id is "added" but left empty #63

When using the get gazettes API I clicked on "add item" in the "territory_ids" and left it empty, as I wanted to search in all municipalities. The search returned 0 results. When I did not click on "add item" to "territory_ids" it worked fine though.
