What is the purpose of this Pull Request?

Remove datasets lost when migrating from S3 to Spaces (fix #189)
Update the Chamber of Deputies reimbursements dataset

What was done to achieve this purpose?

Remove missing datasets from the LATEST constant
Update reimbursement dataset date in LATEST constant

How to test if it really works?

Donwload all datasets listed in LATEST using example 2 from de README.md.

Who can help reviewing it?

CI test failed due to an urllib.error.HTTPError: HTTP Error 503: Service Temporarily Unavailableone one of our journey tests – weekends are hard times for government servers as we know. (Unit tests passed).
