Investigate new file storage in CKAN v2.2 and consider upgrade

Current situation:

Storage backed on (free) google storage
URLs done in simplest way (i.e. we insert the google storage url into resource url field) - so no nice local urls but also very simple and will upgrade nicely!
Storage API a bit of a faff because we have people pushing direct to google storage (but that's also very fast!)

CKAN v2.2

Desirables for us:

We have to store remote (s3, archive.org or google storage) - though does not prevent having local and then pushing remote
Want datahub.io urls for files
Need to support private data (at some point)

File storage is now S3 for new resources. Google Storage remains for previous resources.
