please update label rules #212

we updated the list of label matches in the LA Counts topics terms spreadsheet. we also added a fourth matching term (column) to a few labels. please use these matches to update the rules which apply labels to datasets.

this issue may be related to #209

hi @amercader checking in to see if this went through. some of the datasets that should now be matched don't yet have labels (eg https://www.lacounts.org/dataset/art-events1). please let us know. thank you!
