Customise activity streams texts for publicdata.eu #45

For example, is there any point in showing activity streams (and follow/unfollow buttons) on user profile pages on publicdata.eu, if users cannot do anything? What about on dataset pages? Do activity stream texts need to be customised e.g. because the user "Harvester" does all dataset updates so there's no point in saying "Harvester created the dataset..." and "Harvester updated the dataset..." all the time? etc.

This may require adding a new extension point to CKAN, to allow custom activity streams templates.

I don't think we're going to do this, for now..
