Disabled 'Data API' button showing up #66

We should not be showing the Data API button when the resources is not in the datastore or if the datastore isn't enabled.

Anyone know why the datastore isn't on pd.eu? Will we be enabling it? I think we should unless the datapusher will be ready soon to use instead.

This seems to have been fixed.
