Add customized harvesters for DCAT sources #81

These custom harvesters extend slightly the default ones defined on ckanext-dcat to allow adding the extras that the PDEU application uses (eg "eu_country") from the harvest source config.

@amercader , I think this requires https://github.com/okfn/ckan/pull/1184 to be backported if we want it to work with 2.1 as ckanext-dcat uses the site_user to create packages unless I am mistaken?

@joetsoi Sorry, forgot to push a bunch of commits on ckanext-dcat, including https://github.com/okfn/ckanext-dcat/commit/388802a4f258afa1a061e13dad7dbb1de5151276
