Create organizations automatically from harvested metadata #23

Discover the relationship between harvesting and organizations; is this the responsible-party tag.

How do we want to create the organizations? By catapult (with the organizations created in advance -- manually, or en masse), or automatically from harvesting process?

Rename organizations to 'publishers'.

Use responsible-party from meta-data to create organization at harvest time.

Do they want organizations -> publishers changed only in the UI or in the URLs too?

If we could be consistent... is that easy?

I've split this in two separate issues. This one relates to creating orgs via harvesting, #29 to replacing orgs by publishers

@adamamyl This is now implemented and deployed on the staging site.

Things to note:

As discussed, the organizations need to have exactly the same name otherwise two of them will be created (note "European Space Agency (ESA)" and "www.esa.int (European Space Agency)"). This needs to be updated on the metadata and will get updated on the next harvest. One of the organizations can be deleted then
Orgs are safely to edit in CKAN as long as the name is not changed. Eg to add logos. We can also customize the templates to remove them (I note there are quite a lot of individuals and the orgs page looks quite rubbish)
We are also extracting the url and email, so we could display these somewhere

Done, @adamamyl probably worth pinging the clients about duplicate organizations and polishing the orgs page
