Create initial data pipeline #4

After data is being crowdsources / generated through our generators, we might need to further process it a bit.

The desired output is datapackages.

We might also need a bit of pre-processing / normalisation before wrapping it up.

The task here is to create the scripts needed to complete the workflow, from data entry to final datapackage output. It doesn't have to be final, it just needs to meet both ends and have a structure to begin working with.

@nightsh can you do an analysis of the data processing / query / display features of Ushahidi, so we can exactly define if it supports our use cases.

Also @nightsh we talked about the processing to map ward into district etc. Please write a brief overview of how this will be done, and time estimate for that specific piece of work.
