CKAN Config update in Dockerfile without effect #91

As discussed in (this pull request)[https://github.com/okfn/docker-ckan/pull/90]: I removed the CKAN config update using an empty variable CKAN__SITE_URL (note the double underscore) as it obviously is not working as intended with the CKAN variable just possessing single underscores CKAN_SITE_URL.
