Ensure 100% data accuracy #10

Michael (IBP statistician) has sent an official, homogenised version of the survey results merged across all 4 years. Currently it's very tricky to replicate his calculations(!) due to the shifting pattern of questions and an unclear definition of Budget Index questions. This is a hard requirement for the end of iteration 2.

Status: The data is loaded & verified & I can replicate "official" results with accuracy in Python, but the front-end is not 100% hooked up yet.
