Download of Data shouldn't display '-1' #119

When data is downloaded, “e” or “c” responses that were “n/a” showed up with a numerical value of “-1.” Confirm that when we resend the data, this will be addressed?

[x] review previous work related to the '-1' issue
[x] ensure downloaded data doesn't include '-1'

This is related to a previous issue: #108.

Previous work fixed this issue for custom downloads. However, -1 still appears in the static download files generated during build-time.
