We need to make the colors of the quintiles and the 95 questions more understandable to users who may not know that the OBI is calculated from 95 questions, or that the colors refer to the letter grade for a particular group of questions. We could do this by simply replacing the black background with color rows for each grade, and changing the text in the pop-up box to something like “Share of the 95 OBI questions by grade (or score)”
