Add Page: Public Availability of Budget Documents #26

Render Table 1 (pages 3-7) from http://internationalbudget.org/wp-content/uploads/2010_Data_Tables.pdf

This will be a new view page inside the tool.

Not 100% confirmed with IBP, but I think this is what they want. Awaiting confirmation and datasets.
