Map bug: Minimum score is 1, should be 0 #34

This is because a value of 0 is used to grey out the country (eg. Canada).

Hack around with the code until Canada is grey, and Myanmar scores 0.

Qatar, Equatorial Guinea, and Myanmar are shown to receive OBIndex scores of 1 instead of 0. The scores for these three countries should be “0”. Can we correct that?
