Simple search/filter for documents in library

User story

As an {Administrator}, I want users to have a simple interface to search for documents by filters (for example by country, fiscal year, agency, budget document, point in the budget cycle, etc.), so that documents are easily discoverable.

Notes

• We can build a custom UI to discover files, and still leave file management in Google Drive.
• However, we need to provide metadata for each file (country, fiscal year, etc).
• The simplest solution to this would be to add another file - a Google Sheet - to the document library. This file has an entry for each document added to the system (entry made by IBP staff when curating documents), and is where the metadata can be added for each document.
• Lower end of the price range will be a google spreadsheet and a basic but working system. To start here.

A few points on the first iteration ( http://ibp2016.okfnlabs.org/#search ), which looks really good BTW:

• [x] We need an "all" option I think for most of the select boxes (I know that the unselected option now is "all" but it is not intuitive)
• [x] When we get a result, we need a link to the actual document
