We've been receiving complaints that the odc website is returning server errors (and it doesn't work for me either).

Same here, cloudflare 502 or 520 errors (problems with upstream server). This looks like a static Jekyll site, could be hosted on GitHub Pages, like opendefinition.org, FWIW.
