Update pt-BR translation for Open Data Day 2019 on the 2019 branch #216

This is the (belated) updated translation of the Open Data Day site for 2019.

Note: the Brazilian community organizers for at least 5 cities have unanimously decided to change the date of Open Data Day in Brazil to March 9th, as not to coincide with the national holidays for Carnival, so that more people can participate.
