Redirect to https #245

When accessing http://opendataday.org/ the site loads without a certificate. In most web browsers this means that the user will be shown a broken padlock warning. An automatic redirection to the https:// (SSL) secure site should be added, or at least a banner informing the user that they are on an insecure connection.
