This PR is a recent version of PR #341, already closed, after the ODD site update.

It would be of great help to our regional outreach if you could evaluate and accept it. Especially since the changes submitted in PR not only include the new theme (ocean data) but also other legacy translation issues that were in the Portuguese version. @avdata99 @aivuk @lwinfree
