Open Data Day 2023 content update

As details for ODD 2023 gets finalise, we want to update the content at the Open Data Day website to reflect the change and let organisations/individuals submit their events.

Banner section update

• [x] Update event date: 4 - 10 March 2023
• [x] Find space the accommodate 2023 Theme: “Open Data to AI”

About section update

• [x] About ODD doesn't need update, we need to update the Small Grants section with new content and theme.

Content for grant section: “For Open Data Day 2023, the organisations and individuals hosting events in Open Data to AI category can apply for the small grants.”

• [x] Add the details of the 2023 theme

Map section update

• [x] Give a new Google form link to register event: https://forms.gle/rhUxfHXKxVagJbUu7
• [x] Reflect the change on the event map

Support scheme and footer section update

• [x] For support scheme: Update the text with “Open Knowledge Foundation is working to finalse the details for the 2023 support scheme. More details will be published in mid-February” and disable the read more button.
• [x] In footer: Remove the Microsoft logo.
