Link to Oct. 2023 Concept Note on OpenDataEditor website is broken #300

Overview

I'm unsure if this issue should be posted to the Open Knowledge Foundation website repo but this link with the text READ THE CONCEPT NOTE on the application homepage is broken. I ran across the same link in a different context yesterday (somewhere in the documentation but I couldn't find it again when looking just now) and it appeared that the Google Slides presentation had been deleted.

The (different than the one on the website) link to the concept note in the README is also broken.

@elipousson the broken link in the Open Data Editor Home Page was replaced by a link to download the concept note, so I guess the issue is resolved and could be closed.

@mlinksva there is an open pull request (https://github.com/okfn/opendataeditor/pull/305) that resolves this issue in the README.
