Code of Conduct #434

As we are opening the application development to the community for feedback and contributions, we need to make explicit the type of participation that is expected, and the behaviour that is unacceptable. Once we have decided on which CoC we want to use, I am happy to add it.

HI @sapetti9! Thanks for flagging this! Since both texts are identical, It is better to redirect to the Frictionless CoC because the ODE is part of the Frictionless universe :)
