This issue is associated to issue #1093 and was an idea by ex etalab staff members.
The Open Data Index allows to create local indexes (e.g. per different cities in Argentina). If more cities open their data, can and should local indexes cover these too? Would the current infrastructure be sustainable? Or should we consider a more automated URL uploading process that replaces the submission process. What would be taken over by local communities is either the entire open data assessment or governance/supervision of an automated assessment.
