Idea: simple "checklist / walkthrough" page where you can walk through "Is my data / content open" and then at the end be told:

Either: Great, your data is open - here's the badge (and we show the badge / button and how to embed)
Or: Your data is not yet open - here's what you need to fix ...

Background

We've discussed this for several years
We have something like this running in the Open Data Census for last 3 years and we can extract this and reuse - global.census.okfn.org/census/submit/
