Makes language consistence in definition section #131

I think it makes more sense to use the same language for all the definition the terms. It is better to use the present tense as is being used for the definition of the term “license” and the term “public domain”.

2.1 is complete and won't be changed. Apologies there was a long lag between 2.1 being approved and announced, it may not have been obvious that it was done at the time of your pull request. Please re-submit proposed change to /od/dev/index.markdown (there isn't a plan for a new version at this point but it makes sense to have someplace to accumulate possible changes). Thanks!
