Fix the summary section of Japanese translation #187

Fixing two issues in the summary section of Open Definition 2.1 in Japanese.

  1. The part of "subject, at most, to measures that preserve provenance and openness" is duplicated. Therefore the first one is removed.
  2. "it" is translated as "targeted data" though it should be "knowledge". In Japanese, this "it" can be removed simply.
