Submissions should document submissions to other venues #211

At least two recent submissions have been oddly drafted licenses that were submitted to the open definition process after having been roundly criticized as a submission to OSI. Whether good or bad, I very much want to know about the existence of such discussion, as it's likely to be very informative.
