I assume this was triggered by OD covering access. I don't think this change is warranted. Any work or license a user has would be free/open under any of the definitions. A user having the work is implied by other definitions, which is even stronger than access. If a user doesn't actually have the work, they can't study etc etc. Wiley's Open Content Definition is comparable to OD/OSD/DFCW.
