Config option etc for Annotator integration

NB: annotator requires jquery >= 1.6 so until sphinx stable supports jquery >= 1.6 we have problems.

@nickstenning any time to take a quick look at this. Think there are ways we could probably work around jquery conflict and this would be great usage and demonstration of annotator.

@nickstenning - bump! Would be really amazing to have this operational - could use in the opendatahandbook etc ...
