Link timeline and map via fragment id #41

For both components (map and timeline) respond to onhashchange appropriately, and update the fragment identifier as the user clicks around.

Could you sanity check this, @rgrp ?

Before merging, dist will have to be rebuilt with the recent change to recline, and the submodule version here will need to be bumped accordingly.
