template localize support and zh_TW translations. #144

add 2 new directories.

po - gettext po files
locales- generated messages.json that i18n-abide really loads.

add 4 new npm commands.

npm run gen-pot: to extract gettext messages to pot file.
npm run merge-po: to merge new gettext messages to existed po files.
npm run update-po: gen-pot and merge-po at the same time.
npm run gen-po-json: compile messages json which are really used.

Looks great. I guess we could start a project on transifex so people can translate stuff easily.

I also assume all tests are still passing (we really want to get travis setup ...)

One small thing: could I confirm you're happy to license your contribut under the MIT License. Also please do add yourself to the (new) contributors section in the README - if you would like to be listed!

@rgrp Did you already create the transifex of timemapper? if so, I would like to ask my friends to review the zh-tw translations. thx.
