Add FAQ page under About Us dropdown #44

Let's add FAQ page so that we can make users clear about how Portal works, how they can use Data and contribute. Until now many are confused about how to contribute.

I will prepare for it shortly and will be adding it, we can make that page similar to Coverages page so that I can edit it frequently.
