Branch name: dev_dougfelt_tools

Purpose of code changes on this branch: more font management tooling

When reviewing my code changes, please focus on: wierdness, unnecessary stuff. 
semicolons...

I was thinking that it would be useful to have a config file in my user
dir to default various parameters like directory locations of repos and things, 
so tried this out.  not entirely sure that it's better than env variables, but 
hey.

After the review, I'll merge this branch into:
master
