[documentation]: Update reposeed config and add config docs #24

What this PR does / why we need it: Updates the reposeed config file and adds the documentation for config options.

Which issue this PR fixes (optional - uncomment and add issue): related #23

Will update the v2 docs to cover the JSON configs too when we've fixed it. Also the build is fixed in the config parser PR. So I guess we have to rebase this branch when that PR got merged.
