Add HTML CSS and Background Design Changes #1

This contains a HTML file for my portfolio website, CSS for the design using mainly The Flexbox Model. The above is all backed-up with the required HTML_CSS linters.

Ismalico I'm sorry but I included all linter files in the unmerged branch 'portfolio-setup' ... Please Explain in detail what should be done

@OkoyeCharles, You didn't add the Github workflow folder into your branch, please add the linter files for HTML/CSS using this repo
