Updates texts for the Faucet organism

Update the textual content of some paragraphs of the faucet organism:

• the description of the tap and the footer message were not quite correct
• the token request rate limit has been decrease to 1 request per hour

This change should be available soon in the [okp4/faucet-web] project (https://github.com/okp4/fauctet-web) as it has become public for our testnet.
