Cruisers from Mobile HQ #293

When the rest of the cruisers get made/fancied up, they will be made available 
from the Mobile Headquarters.  The beacon will be needed to build the flagship 
and battlecruisers, and can of course build all of the other cruisers.

Actually not going to do this.  This would reproduce the old problem of people 
spamming things they shouldn't early on.
