Blowing dust CEGs!

On what?

* Jumping units when they take off and/or land.
* Cruisers when they take off or land?  (could be tricky since those call-ins 
seem to only fire when the unit is somewhere in the air)
* Billowing after sprint?
* Billowing after fast, small units (scout vehicle comes to mind)
* After strong gun fires?

Done for jumping units.  Looks pretty good.

Added to jumping units upon take off, and the Sekai Type Tank deployed mode 
when it fires.
