Drone Population? #337

Had a thought today, perhaps a good way to control the Drones would be a proper 
population system...  ideas:

* Something like pylons that provide large bursts of population (straying away 
from blocks and blocks of houses)

* Some kind of commanding unit?  Maybe a big flying Drone or a big crawling 
Drone?
