If Miners return to drop-off and it isn't there, they need to then seek again #370

Instead they return to the rock, mine for a split second, then do their search 
again.  For mobile drop zones this means it is possible to never allow a miner 
to return to a drop zone.

Also possible if one were to carefully micro an NKG ship to alwasy move between 
trips.
