prepare for 4.0.0 release

• Set JDK17 as the min required version (samples use Spring Boot 3.x which requires JDK17 as the minimum version).
• Needed the above upgrade to address few CVEs with earlier Spring Boot version.
• Upgraded Java Parent from 24 to 33
• Upgraded Maven Wrapper to 3.9.8
