Fixes all broken links and restores onBrokenLinks to throw errors at build time #707

All broken links should be fixed, as well as other minor issues.

We still have many broken anchors, so we need to keep that one as "warn" for now. The main issue there is the "release notes" page where links do not specify the version. I'll be fixing this in a different PR.

Also an upcoming PR will updated docusaurus version and hopefully speed up the build process, at least until we reduce the amount of version we build with Docusaurus every time.
