Move Okteto CLI docs from okteto.com to this repo #2163

Users are confused by the relation of the Okteto CLI, Okteto Cloud, and Okteto Self-hosted.

Hosting the Okteto CLI docs in the https://github.com/okteto/okteto repo will help to make this distinction clearer: https://okteto.com/docs/reference/cli/
