[CI/CD] Clarify the error message in `validate-pr` #348

Summary

validate-pr blocks PRs that contain commits that don't start with the PR title or end with a period. However, it doesn't show an error message when the commit doesn't end with a period, so we added one.

Goal

This issue will be closed when we solve it.
