[TS] Show tooltips on sidebar icons only when window size is not large enough and icon labels are hidden #392

Summary

Currently, the sidebar icons show labels when the window is enlarged, and only icons are displayed when the window is small. We need to implement a feature where tooltips are applied only when icons are displayed without labels.
